Why not just overlay them?
Change the fold of a trifold and a whole panel moves 3 mm. A plain overlay paints that panel red from top to bottom and the one word that actually broke disappears inside it. This lines up whatever moved first, reports the move, and only then marks what is still different.
Outlined text
Most print files have their text converted to shapes, so there are no words to read. The comparison here is visual, which is why it still works: a letter that slipped or landed on top of another changes the ink in that spot, and that is what gets marked.
Size, trim and bleed first
Before any pixel is compared, the page size, trim box and bleed of every page are checked against the original. A revised file exported with the wrong trim is the most common way a corrected job comes back wrong.
It points, you decide
The tool cannot know which changes you meant. It marks every difference it can measure and leaves the judgment to a person, which is how a proof should work.
